Daniel P. Mills Executive Director Darnel P Mills - Is detailed oriented, and brings a strong financial background with him to KHA. Mills assumed the position in May, 2005, after serving as the City of Kingston Community Development Director from November, 2002, and also serving as the Portfolio Manager for the City of Kingston Local Development Corporation from January, 1996. Prior to that Mills was a Financial Analyst from April, 1982 to November, 1995 with International Business Machines (IBM). Mills is very familiar with HUD compliance and also has completed the first portion of the National Development Council’s, Professional Certification Program by completing Economic Development Finance Professional.. Theresa M. Bell Assistant Executive Director A detail-oriented housing manager, Terry Bell is the senior staffer in leasing operations. She plans, organizes and coordinates the operations of the KHA's housing communities. Bell trains and supervises program staff, insuring compliance with HUD, DHCR, and IRS housing programs. Bell has earned certifications as: Public Housing Manager (PHM) Assisted Housing Manager (AHM) Tax Credit Compliance Site Manager (TaCCS) Certified Occupancy Specialist (COS) Housing Quality Standards Inspector (HQS) Civil Service Accredited Senior Housing Manager. Bell earned a BA in Mathematics from American International College. Before arriving at the KHA, she served the City of Kingston as its treasurer and was an actuarial analyst for the Travelers Insurance Company in Hartford, CT. An active community volunteer, Bell has been a Big Sister, and Angel Food Volunteer, a Youth Worker with the Ulster County Children's Coordinated Services and treasurer for the Meg Knott Memorial Scholarship Fund.
