Jeanette Provenzano, Chair
Born and raised in Kingston, Jeanette Provenzano has a keen
understanding of families and seniors. A mother of seven, she earned
an Associate of Arts degree in political science, served as a
legislative aide to State Senator Art Gray and to Assemblyman Larry
Bennett. A member of Friends of the Senate House, the Uptown Business
Association, the Mental Health Association and the Twallfskill Gold
Club, Provenzano has been an Ulster County Legislator for 14 years.,
served six as the Minority Leader, the first woman to ever hold a
leadership position in that body. Provenzano retired from full-time
work in 2002 as Executive Secretary to the Kingston Civil Service Commission.

Gloria F. ORourke, Secretary
Gloria O'Rourke began her term on the board in 2001. Kingston native,
O'Rourke raised five children in the city and spent 20 years as a
secretary with the Kingston Consolidated School District. Having also
worked for the law firm of Kline and Kline, O'Rourke's other
volunteer activities included a stint on the Board of Directors for
the Strand Community Organization to Rehabilitate the Environment (SCORE).

James B. Childs, Treasurer
James is a consultant and facilitator in diversity, leadership
training, conflict resolution and mediation. His background includes
extensive work with adolescent youth in a variety of training and
counseling positions, as xvell as motivational presentations to
audiences ranging from college to adults. James serves as the
Director of the Human Rights Commission for the City of Kingston.
Ordained in February 2002, he serves as Minister of Music and
Associate Pastor to his pastor and father, Rev. James Childs, Pointe
of Praise Family Life Center. His independent consulting business,
JaRa Consulting, LLC, also includes high-end image creation and
graphic design. James has a Bachelor of Science in Computer Science
from the State University of New York, College at New Paltz in 1987.
In May 2007, James will receive his Master of Divinity as well as
Maters degree in Human Service Counseling.

Frank Cardinal, Assistant Treasurer
Mr. Cardinale is the founder and principal of a business and economic
development firm providing technical and advisory assistance to
businesses primarily operating in New York State. IMGs
primary focus is on business development and assisting private sector
companies in finding, qualifying for and maximizing Federal, State
and local tax credits and other economic development incentives.
With more than 30 years experience in Community and Economic
Development both the public and private sectors, Mr. Cardinales
accomplishments have been recognized by a number of state, regional
and national trade organizations. During his more than 20 years
in business and economic development consulting, he has served both
private and public clients in 15 states and Puerto Rico and oversaw
projects which generated more than $200,000,000. in public and
private investment. He has held administrative and executive
positions at both the municipal and state levels and also served as
Alderman and Majority Leader in the City of Kingston Common Council.
He has also volunteered in numerous youth and civic programs
including 16 years as Head Coach of the Kingston American Legion
Baseball Program.
As Director of the New York State Economic Development Zones Program
( now Empire Zones), he assisted in writing the legislation which
created the program in 1987, as well as the regulations which guide
the programs implementation and administration. He
directed the application processes which created 40 of the states
zones and oversaw numerous case interpretations and opinions related
to state tax credits and incentives for businesses operating in the
States Empire Zones.
Mr. Cardinale is a life-long resident of the City and along with his
wife Anne, has raised three children Louis, Christopher and
Michael. |
